Defending World Champion Alvaro Bautista was second-best with a 1:26.109 on his Aruba.it Racing Ducati Panigale V4 R.
Danilo Petrucci claimed the third and remaining spot on the entrance row with a 1:26.206 on his Barni Spark Racing Group Ducati Panigale V4 R.
American Garrett Gerloff was Tenth-fastest in qualifying with a 1:26.648 on his Bonovo Motion BMW M 1000 RR.
The highest 12 qualifiers have been separated by simply 0.701 second.
